Phone tapping controversy unlike Watergate scandal: scholars
(CNA, Sept. 29, 2013) —The controversy over Taiwan's Special Investigation Division's (SID's) probe into alleged influence peddling by senior lawmakers and the Watergate scandal that erupted around then-U.S. President Richard Nixon are totally different, local scholars said Sunday.
台灣學者在星期天時表示，台灣特偵組調查資深立法委員涉嫌關說案件的爭議與前美國總統尼克森引發的水門案事件是完全不同的。
Liao Da-chi, a professor and director of the Graduate Institute of Political Science at National Sun Yat-sen University, said the SID wiretaps on Legislator Ker Chien-ming of the opposition Democratic Progressive Party (DPP) was carried out as part of an ongoing investigation into alleged malfeasance in the Legislature, and President Ma Ying-jeou was passively informed of the probe.
國立中山大學政治學研究所的教授兼所長的廖達琪，認為特偵組監聽在野的民進黨立委柯建銘，是出於偵查在立法機關中進行違法行為所做的行動，而總統馬英九是被動得知調查的結果。
By contrast, the wiretapping in the Watergate scandal was conducted on the instruction of President Nixon himself in order to steal information from his political opponent's camp, she said.
廖教授解釋，相反地，在美國水門案事件中的監聽，則是由當時的美國總統尼克森本人授意去進行，其目的是要竊取他政治上對手陣營的資訊。
As improper monitoring did occur in connection with the SID wiretapping under the watch of State Prosecutor-General Huang Shyh-ming, he should ask for a self-punishment, or the president should impose an administrative discipline on him, Liao suggested.
因為特偵組以不適當的監聽去監控立委的行動，是出自檢察總掌黃世銘麾下所為，廖達琪建議，黃世銘應該自請處分，否則總統應該要對其施加行政懲處。
Ma's recent attempt to oust Legislative Speaker Wang Jin-pyng for alleged influence peddling had revealed that the SID, which is under Huang's Supreme Prosecutors Office, had been tapping several phone numbers.
馬總統最近因為黃世銘領導的最高法院檢察署中的特偵組監聽數個電話號碼，發現立法院長王金平涉嫌關說，因此企圖要王院長放棄其職權。
The tapped phone numbers included Ker's cell phone and the Legislative Yuan's switchboard number 0972630235, raising concerns in local society over potential invasion of privacy and abuse of power.
被竊聽的電話號碼中包含了柯建銘的手機號碼，以及立法院的節費電話0972-630-235，而這也在台灣社會中引起了對於潛在的侵犯隱私與濫權的關注。
Edward Chen, a professor at Tamkang University's Graduate Institute of American Studies, said on Sunday that the phone tapping case is not at the same level as the Watergate scandal, in which Nixon was forced to resign to take the responsibility.
淡江大學美國研究所教授陳一新，在星期天時提出電話竊聽案和尼克森引咎辭職以示負責的水門案並不屬於同一個層級。
Ma is not expected to take responsibility of the SID's phone tapping controversy unless the opposition party can prove that the case was carried out on Ma's order, Chen added.
陳教授補充，馬總統並不被預期要承受特偵組竊聽事件引發爭議的責任，除非反對黨能夠證明此案是經由馬總統的指令而被執行的。
"All of the responsibility involved should be shouldered by Huang, at the highest level," the scholar said, noting that Huang should take the political responsibility because he had led the phone surveillance.
「在最高層級上，所有相關的責任應該要由黃世銘一肩扛起。」陳一新如此認為，並強調黃世銘由於引發了電話監控，應該要負起政治責任。
